Manitoba invites more skilled workers to apply for provincial nomination

This week Manitoba invited more foreign skilled workers to apply for provincial nominations.

Candidates were invited under a strategic recruitment initiative for their professional experience in in-demand occupations required by Manitoba’s labour market.

On April 3, the Manitoba Provincial Nominee Program (MPNP) held a draw under the Skilled Worker Overseas stream.

This draw targeted candidates who had been directly invited by the MPNP through a strategic recruitment initiative.

A total of 4 Letters of Advice to Apply (LAAs) were issued in this draw. The lowest-ranked candidate invited had a score of 721.

Of the candidates who received LAAs in this draw, none of them declared a valid Express Entry profile number or job seeker validation code.

Strategic recruitment initiatives in Manitoba

Strategic recruitment initiatives are a tool used by the MPNP to help employers fill labour shortages by recruiting skilled international workers.

These initiatives are designed for Manitoba employers who can demonstrate an immediate and ongoing need for qualified workers that cannot be met through the local labour market.

To participate, employers must first meet eligibility requirements for the roles they are hiring for and complete the required ABC Recruitment Process. This process is similar to the process of applying for a Labour Market Impact Assessment (LMIA).

Once approved, employers can identify and submit the profiles of international candidates who meet MPNP program criteria.

Candidates referred to these initiatives must (in addition to meeting eligibility criteria for the Skilled Worker Overseas stream) demonstrate the ability and intent to settle in Manitoba and must have a full-time, permanent or long-term job offer in hand.

In addition, candidates must meet the following requirements:

  • Be aged between 21–45 years old (exceptions may be made if specifically requested by the employer);
  • Have completed their post-secondary education if required by the occupation or employer. Some pilots may accept on-the-job training instead;
  • Have relevant work experience of at least 2 years of full-time work within the past 5 years.
  • Have proven language proficiency equivalent to:
    • Canadian Language Benchmark (CLB) level 5 in all skill areas for candidates in TEER* 0–3 occupations; or
    • CLB level 4 in all skill areas for candidates in TEER 4–5 occupations: Minimum CLB 4.

Priority is given to candidates intending to live outside the Winnipeg Metropolitan Region. Furthermore, candidates with strong ties to other provinces (e.g., past work or education) may be considered a retention risk and could be refused.

*TEER refers to the training, education, experience, and responsibility (TEER) scale of the National Occupation Classification (NOC). The TEER scale measures the level of skill required for an occupation based on the four criteria it assesses. Per the scale:

  • TEER 0 occupations are the most skilled and align with occupations in managerial roles; and
  • TEER 1 to TEER 5 refer to other skilled occupations, with TEER 1 occupations generally requiring a university degree while TEER 5 occupations have minimal training requirements.
