Manitoba invites over 2,100 international student graduates, skilled workers, and francophones to apply for provincial nomination
On July 16, the Manitoba Provincial Nominee Program issued 2,146 Letters of Advice to Apply (LAAs) for provincial nomination.
Among those invited were international student graduates, skilled workers in Manitoba and overseas, and French speakers.

This selection round was the largest held by the MPNP since September 2025, and its 14th selection round of 2026.

This selection round saw invitations distributed across the following selection criteria, broken down under three streams and pathways:
- Skilled Worker in Manitoba pathway;
- Completion of post-secondary study in Manitoba.
- Francophone selection.
- Occupation-specific selection.
- Skilled Worker Stream – in Manitoba and Overseas; and
- Direct invitation by the MPNP under a strategic recruitment initiative.
- International Education Stream – Graduate Internship pathway.
Of all invitations issued in the round, roughly 92.4% were extended to candidates selected under the Skilled Worker in Manitoba pathway.

Of the candidates who received LAAs in this draw, 825 declared a valid Express Entry profile number and job seeker validation code in their Expression of Interest (EOI).
Skilled Worker in Manitoba
A total of 1,982 invitations were issued under the Skilled Worker in Manitoba pathway, with candidates invited based on meeting one of three selection categories:
1) Completion of post-secondary education in Manitoba
To have been invited under this selection category, candidates needed to:
- Indicate in their EOI profile that they or their spouse had graduated from a Manitoba post-secondary institution; and
- Have an EOI profile score of 825 or higher.
Completion of post-secondary education in Manitoba was the dominant selection category under the Skilled Worker in Manitoba pathway, accounting for 94.6% of invitations.
Candidates must provide evidence of having completed their studies in Manitoba to apply for provincial nomination (i.e., a diploma and transcript).
2) Francophone speakers
To have been invited under this selection category, candidates needed to indicate in their EOI profile that:
- Their language of communication with the MPNP was French; and
- They had valid French language test results.
3) Occupation-based selection
Candidates who declared that they were currently working in one of the following three healthcare NOCs were considered under this selection category:
- General practitioners and family physicians (31102)
- Specialists in clinical and laboratory medicine (31100); and
- Specialists in surgery (31101).
The MPNP notes that candidates selected in this draw for declaring employment in a regulated occupation must be fully licensed to work in Manitoba. Provincial nomination applications may be refused if a candidate is not actually working in a regulated occupation or cannot prove they have completed the required licensing steps.
Skilled Worker Stream
Selection under this stream considered profiles submitted under the following pathways:
- Skilled Worker in Manitoba; and
- Skilled Worker Overseas.
Eligibility was limited to candidates whose EOI profiles showed that they had been invited through a recruitment mission or under the now-expired Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Candidates (TPP).
Of the recruitment missions represented in the draw, the Ethnocultural Communities initiative accounted for the highest invitation count, at 37.2%.

International Education Stream
A total of 78 LAAs were issued to candidates who, in their EOI profile, declared meeting the eligibility requirements for the Graduate Internship Pathway of the International Education Stream.
Candidates who were selected in this draw are required to provide documentation showing they meet the following criteria in order to apply for provincial nomination:
- Completion of a master’s or doctoral degree earned in Manitoba within the last three years;
- Completion of a Mitacs Elevate or Accelerate internship—including the Accelerate Entrepreneur program—with an eligible industry or research enterprise in Manitoba; and
- Language ability equivalent to CLB/NCLC 7 or above.
Why some candidates may not have received an invitation
The province noted that some candidates who appeared to meet the draw requirements may still not have received an LAA if:
- Their EOI profile listed an approved third-party English or French language test, but the test identification number was missing or invalid, or the results had expired by the draw date; or
- They declared an invitation through a strategic recruitment initiative without providing a valid invitation number.
