Candidates were invited by Ontario because they may be eligible for the Ontario Express Entry: Human Capital Priorities Stream. If invited they successfully receive the provincial nomination, they will be awarded an additional 600 CRS points, and be guaranteed to receive an Invitation to Apply for Canadian permanent residence in a subsequent Express Entry draw.

Those who were invited in the November 12 draw now have 45 calendar days to apply for the provincial nomination.

About Ontario's Human Capital Priorities Stream

This enhanced Provincial Nominee Program (PNP) allows the OINP to nominate candidates from the Express Entry pool for permanent immigration.

To be eligible under the Human Capital Priorities Stream, candidates need to meet the eligibility requirements for one of Canada's Federal High Skilled programs, which could be either the Federal Skilled Worker Program, or the Canadian Experience Class.

Candidates do not need a job offer in Canada, but they need to meet certain work experience eligibility criteria. Namely, they need at least one year of paid, full-time work experience, or the part-time equivalent, completed within the past five years. This can be international work experience, or Canadian work experience.

About the Express Entry system

Express Entry is an application management system for three federal immigration programs: the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class.

Eligible candidates are ranked on the Comprehensive Ranking System (CRS) based on human capital factors like age, work experience, education, and language ability in English or French. Getting a provincial nomination is an automatic 600 CRS points.

The highest-scoring candidates are issued Invitations to Apply (ITAs) for permanent residence through bi-weekly draws. Once candidates receive the ITA from the federal government, they can then apply for permanent residence.
